Er schloss seine Grundschulausbildung an der Şenlikköy-Grundschule und seine weiterführende Schulausbildung am Istek Foundation Florya Bilge Kagan Gymnasium ab. Er schloss sein Studium an der medizinischen Fakultät Cerrahpaşa der Universität Istanbul im Jahr 2001 ab. Seine Facharztausbildung schloss er 2006 in der Neurologieabteilung der Medizinischen Fakultät Istanbul ab. 2006 arbeitete er an der Neurologischen Klinik und dem PharmaZentrum-Forschungszentrum der Medizinischen Fakultät der Universität Basel in der Schweiz. Zwischen 2007 und 2011 arbeitete Prof. Dr. Bakırköy am Mazhar Osman Trainings- und Forschungskrankenhaus für psychische Gesundheit und neurologische Erkrankungen in der 3.
