Dr. Halil Tuğtepe ist Professor für Kinderchirurgie mit Schwerpunkt Kinderurologie. Er schloss das englischsprachige Programm der Medizinischen Fakultät der Marmara-Universität ab (1985–1992). Seine Facharztausbildung in Kinderchirurgie absolvierte er an der Marmara-Universität (1994–2000).
An der Marmara-Universität war er in der Abteilung für Kinderurologie als Assistant Professor (2002–2008), Associate Professor (2008–2014) und Professor (2014–2019) tätig. Seit 2019 ist er Professor an der Istanbul Bilim University. Zudem leitet er Tuğtepe Pediatric Urology and Surgery.
Seine weiterführende Ausbildung umfasst ein Stipendienjahr am Great Ormond Street Hospital in Kinderurologie und Nierentransplantation (2008–2009). Außerdem bildete er sich an der Urotherapie-Einheit in Utrecht (2015), in Nottingham (1998), am Royal Hospital in Liverpool (1992) sowie an der Semmelweis-Universität und in Belgrad (1991) fort.
